Municipal Advisory Services

With having the opportunity to support municipalities with their planning and development needs, we can see first hand the exceptionally challenging role Municipal Administrators face. Administrators are diligently working to meet expectations of ratepayers and Council as well as to meet all the legislative requirements and overlapping deadlines.

We can provide assistance with the areas that are an essential but with the critical daily issues are not always easy for Administrators to find the time to tackle/resolve. There is seemingly never enough hours in the day/week/month to get to everything.

Northbound Planning Ltd. has on staff a Board of Examiners Certified Municipal Administrator to provide support for:

  • Bylaw and Policy writing

  • Understanding/meeting legislative requirements

  • General municipal administration

  • Public utilities

  • Appeal advisory services

  • Debenture facilitation

We can provide the assistance that enables necessary tasks to be completed without taking you away from critical issues and as a result can help you to lessen the feeling of constantly working in crisis response mode. We can help you transition some of those looming to do projects to completed. We look forward to opportunities to support you and your municipality. Let’s start the conversation and see where we can provide the specific support you need at the time it is most needed.

Municipal Governance Compliance Assessment

  1. Evaluations of existing adopted bylaws (i.e., record retention, Council and Administrative procedures, etc.)

  2. Evaluations of existing adopted policies for operations (i.e., document destruction, purchasing, communications policies, etc.)

  3. Review of existing document registers (i.e., bylaws, policies, insurance, minutes, agreements, etc.)

  4. Evaluation of municipal procedures and systems (i.e., property land files, distribution systems, chart of accounts)

  5. Evaluation of implementation procedures (i.e., Council package sharing systems, public notification access processes, etc.)

The review of the above listed categories would enable a third-party professional recommendation on how to stabilize procedures and operations within the municipality.
